Dr Felix Musukubili, a Graduate of Nelson Mandela University from Namibia, who obtained his LLM and LLD from this university, was recently appointed by His Excellency Dr Hage. G. Geingob, President of the Republic of Namibia in terms of Article 32 (2) of the Constitution of the Republic of Namibia, read with section 11 (1) of the National Youth Service Act (Act No.6 of 2005), as Commissioner of the  National Youth Service.

The objectives of the National Youth Service are to - (a) serve as a meeting point for youth from various social and cultural backgrounds so as to enable the youth to share common experiences and to encourage notions of equality; (b) provide the youth with opportunities for further studies and training so as to enhance their opportunities of employment; (c) contribute to the socio-economic development of Namibia and the alleviation of poverty in the country; (d) provide opportunities for the youth to take part in national development on a voluntary basis; and (e) encourage patriotism, a sense of nationhood and commitment to Namibia’s development.

On one hand, the functions of the Service are to - (a) recruit on a voluntary basis youth to benefit from the Service’s programmes and activities; (b) provide skills training and personal development programmes and activities for the recruits; (c) employ the recruits in tasks of national importance and otherwise in the service of the nation; (d) inculcate youth volunteerism and civic responsibilities among the recruits. Dr Felix Musukubili is charged with the above responsibilities in Namibia. 

Dr Musukubili on completion of his LLM 2009, was promoted to Director of Labour Service, in the Ministry of Labour, Industrial Relations and Job Creation In Namibia. On completion is his LLD in 2013, he returned briefly to his role as Director. In 2014 he was offered the role of Executive: Human Resources at the Namibian Ports Authority, the role he occupied until he got appointed by the President as Commissioner on 1 June 2020. Dr Musukubili is actively involved in academic work with two local universities (University of Namibia and National University of Science and Technology) as an external examiner, moderator, and research supervisor. Further, he continues to provide academic services at Nelson Mandela University as an external examiner for post-graduate studies in the Law Faculty.      

Dr Felix Musukubili has numerous academic qualifications. Among them, are: LLD, LLM from Nelson Mandela University, South Africa, LLB and Hons Degree in Labour Relation & Human Resources Management from UNISA, a Post Graduate Diploma in Labour Law from UNAM in collaboration with UCT. He further has a National Diploma in Police Science, from the then Polytechnic of Namibia, now NUST and a Senior Management Programme (Certificate) from Stellenbosch Business School, in South Africa.
